Even if you haven't downloaded the PTR to test new talents and glyphs, there are still quite a few things you can do ahead of time to prepare for the patch and keep from getting ripped off when prices on glyphs and certain gems skyrocket.
1- Buy 1 of each glyph (for your toons) on the AH, even if you think you might not use it. Existing glyphs (some of them) are being turned into new glyphs when 4.0 hits that will be expensive/hard to find, so keeping a cache of glyphs for each toon will let you have every glyph ready to learn (you only need to learn a glyph 1x and then you will always have it available to you).
2- Buy cheap rubies- people will be regemming and the price of certain gems will go up tremendously. If you are one of those classes that will need to do a complete regem make sure you have enough gems to get your gear ready. Also- be aware of what colors your current gems will change to and make sure you get appropriately colored gems to fulfill the requirements of your Meta gems.
3- Research your new talents- read blogs based on your class & EJ (Elitist Jerks class forums) to see what rotations and spell priorities there will be once 4.0 hits, and many of these sites even have information on how your new abilities will change the way you play certain encounters (even to the point of breaking them).
4- Start getting materials ready for leveling your professions- obviously we can't farm new herbs or ore, but we can get some stocks of materials to make some high-level recipes to give our professions a jump-start and to keep from using as many of the new herbs/ore/etc which will be expensive and competed over when leveling in Cata. This isn't practical for all professions, but it will be very easy for others (Alch, Inscription, etc).
5- Consider getting enough badges for a couple of sets of heirlooms- with 4.0 some very very nice changes are being made to leveling, giving prime skills to each spec making that wait to get to 40 to get real, helpful talents and spells a thing of the past. There will be a lot of time to kill till December 7th when Cata is released, so why not level an alt with the new leveling changes!
6- Be in an awesome guild that will level up quickly so you will have some of the sexy perks, listed in my other post, by Cataclysm. Oh hey you did that one already!

Also, they are taking away all the hit from talents/buffs and making draeni aura self only. You will need to get to hit cap with gear only in 4.0.1

Which for us poor casters will be insanely over-cap with all this damn spirit on our gear.

And one more thing I forgot to mention:
Use badges or dig through old sets to make sure you are wearing only your class' armor specialization (Druid = leather, etc), since you get a considerable boost of your primary stat when you're wearing only that armor class. Even downgrading pieces to get that bonus is worth it.
